Walmart US, says: After listening to customers complain about the high fees and confusion associated with transferring money, we knew there had to be a solution. Walmart-2-Walmart brings new competition and transparent, everyday low prices to a market that has become complicated and costly for customers.

Walmart is taking on Western Union and MoneyGram through the launch of a low-fee store-to-store money transfer service. The retail giant has teamed up with Euronet Worldwide subsidiary Ria on the Walmart-2-Walmart service, which will enable customers to transfer money to and from more than 4000 stores when it launches next week. The partners say that their service is far cheaper than rivals, with just two pricing tiers: customers pay $4.50 for transferring up to $50 and $9.50 for sending up to $900. Walmart argues that its service will particularly benefit the tens of millions of America’s underbanked. The retailer has long had its sights on this market, teaming up with American Express in 2012 to launch Bluebird, a mobile-heavy alternative to bank debit and current accounts.

Recently, Consumer Reports reviewed 26 different prepaid cards and evaluated them based on different factors. The cards Consumer Reports considered to be the best scored well in each of these four factors:

  1. Clarity of Fees — How well the fees are disclosed.
  2. Convenience — Availability of in-network ATMs, bill pay features and how widely the card network brand is accepted.
  3. Safety — Whether funds are protected with FDIC deposit insurance.
  4. Value — How much they cost to use.

This is the first time Consumer Reports has evaluated and ranked prepaid cards, revealing a shift in the market for prepaid. As prepaid cards continue to grow in popularity, consumers are going to become savvier about which prepaid cards they purchase. Consider taking a closer look at this Consumer Report to determine how your financial institution’s (FI’s) prepaid offering measures up.

Highest ranked cards are those like the ATIRA suite of prepaid cards TMG’s clients issue. They have fewer fees and make it easier for consumers to avoid them, carry FDIC insurance for each cardholder, offer features comparable to traditional checking accounts and do a better job of disclosing fees.

Not surprisingly, the worst prepaid cards reviewed scored poorly in at least one, and sometimes several, of the above categories. All of the lowest ranked cards have high, unavoidable fees, including activation and monthly fees. Additionally, the lower scoring cards fail to make their fees clear and easy for consumers to access and understand.

Specifically, the report found some prepaid cards fail to provide clear explanations of how to use features such as electronic payments, text alerts and mobile remote deposit capture, and the fees that may be charged for them. Further, while all of the cards reviewed claim to offer some form of protection for consumers, the report found in these policies are often not clearly defined.

Consumer Reports also found it problematic that although issuers provide safeguards voluntarily, they can cancel them at any time. Additionally, according to the report, fee information is often hard to find and difficult to understand. The report states this problem is compounded by the lack of consistency  with fee names and descriptions” from card to card, making it challenging for consumers to compare fees and costs. Consumer Reports also found that prepaid cards offered by some of the big banks are not necessarily less expensive than other prepaid cards. Also, these big bank offerings may be less attractive to consumers because they often don’t provide the option of making both electronic payments and payment by paper check.

I would like to add an example of contactless payments which was introduced in 1997 called Speedpass.

Speedpass is a keychain RFID (Radio Frequency Identification Device) introduced in 1997 by Mobil Oil Corp. (which merged with Exxon to become ExxonMobil in 1999) for electronic payment. It was originally developed byVerifone. As of 2004, more than seven million people possess Speedpass tags, which can be used at approximately 10,000 Exxon, Mobil and Esso gas stations worldwide. Speedpass has also been previously available through a Speedpass Car Tag and Speedpass-enabled Timex watch.

Speedpass is another example of “contactless” payment system that provides members with a quick and easy way to pay for purchases at participating Exxon and Mobil stations nation-wide. Speedpass is similar to the electronic toll technology successfully used on subway, bus, and highway systems around the world.

Speedpass key tag has a built-in chip and radio frequency antenna that allows it to communicate with Speedpass readers at gasoline pumps, convenience store terminals, and car wash kiosks at Exxon and Mobil locations.

A quick wave of your Speedpass key tag in front of the reader initiates the automatic transmission of a unique identification and security code to the Speedpass payment system so your account can be located. Your payment is instantly processed using the credit/debit card that is linked to your Speedpass. If the transaction is approved, you will receive a payment confirmation and you can be quickly on your way.

You can securely access your Speedpass account and change the credit/debit card that is linked to your device. You can also specify whether or not you would like to receive a receipt for gasoline purchases made at the pump using your Speedpass. Even if you change your receipt settings to specify that you don’t want a printed receipt, you can always view your complete Speedpass transaction history and all electronic receipts online by logging into your account at any time.

What is an electronic check?

Electronic Check also known as Echeck – is an electronic version of a Paper Check. Electronic Checks allow merchants to convert paper check payments made by customers to electronic payments that are processed through the (ACH) Automated Clearing House Network. It’s a fast, efficient, and secure way to process check payments.

Because of the many benefits and increased security methods that electronic checks offer, this method of payment is quickly growing in popularity. In 2007, electronic check conversion increased by 30%, with more than 3.1 billion paper checks converted to echecks through in-store transactions. How it works:

Electronic check conversion is a simple method of processing payments, and the changes to how you do business are minimal.  Public Key Cryptography is an Encryption/Decryption Security Method that uses one key to Encrypt a sent message and another to Decrypt it. With Electronic Check Conversion, the Private Key is a secret mathematical calculation used to create the digital signature on the Echeck, and the Public Key is the corresponding key given to anyone who needs to verify that the sender signed the echeck and that the electronic transfer has not been tampered with. The Automated Clearing House (ACH) Network is a funds distribution system that moves funds electronically from one entity to another. This highly reliable and efficient nationwide electronic network is governed by the rules established by the National Automated Clearing House Association (NACHA) and the Federal Reserve (Fed). The ACH payment system also handles debit card transactions; direct deposits of payroll, Social Security, and other government benefits; direct debit payments; and business-to-business payments.

First what is a Merchant Account? It is a type of bank account that allows businesses to accept payments by payment cards, typically debit or credit cards. A merchant account is established under an agreement between an acceptor and a merchant acquiring bank for the settlement of payment card transactions. In some cases a payment processor, independent sales organization (ISO), or member service provider (MSP) is also a party to the merchant agreement. Whether a merchant enters into a merchant agreement directly with an acquiring bank or through an aggregator such as PayPal, the agreement contractually binds the merchant to obey the operating regulations established by the card associations.

Merchant Account comes in 2 Basic Types – Aggregated Accounts and Dedicated Accounts.

Aggregated Merchant Account – such as those provide by PayPal that use a single merchant account to provide credit card processing for an entire portfolio of companies.

Dedicated Merchant Account – are provisioned specifically for your business.

Each has its Advantages and Disadvantages.

4 Key Points to Consider when deciding which type is the most advantageous for your small business.

1. Creditworthiness: To obtain a dedicated credit card processing merchant account your business will need to go through comprehensive underwriting. If you’re in a difficult to underwrite industry or if your business is very new and if it has a less than stellar credit history then an aggregated merchant account is the best choice. You still need to provide information about your business, underwriting for aggregated accounts is typically far less rigorous than for dedicated merchant accounts.

2. Funds Control: With an aggregated merchant account, transaction proceeds go to the service provider and are then deposited to your bank account at the provider’s discretion. There are no industry standards or rules that govern how an aggregated merchant account provider handles or disburses your money. The provider makes the rules, and can change them at will, so if you choose an aggregated merchant pay very close attention to the contract terms and any changes made to them. With a dedicated merchant account, transaction proceeds, less processing fees, are deposited directly into your business account. While the merchant account provider can correct errors, react to potential fraud and debit your account for customer “chargeback” claims. This must all be done based on industry-standard credit card processing rules.

3. Neighborhood: With an aggregated account, you’ll have no idea about the other companies processing transactions. If a good number of them engage in fraudulent activity, it is possible that the service provider’s processing account will be terminated and even honorable businesses like yours will lose credit card processing ability. If you do go with an aggregated account, it is very important to make sure that your provider is large enough to absorb fraud generated by a few bad apples.

If you’re using a small provider, try to get a list of the other business using the service and check them out to see if you want to live in the same neighborhood. With a dedicated merchant account the only company processing credit card transactions through it will be yours. You are in full control of keeping the account in good standing.

4. Speed: Getting a dedicated merchant account can take time. While there are some providers automating the process and providing same-day decisions. A typical application will take 48 hours to approve and additional time to integrate into a POS or electronic payment processing environment. Signing up for a credit card processing under an aggregated account service provider can usually be done in minutes, and it often comes with an online system that can have you actively processing payment within the hour.

Offering your customers the option to pay with a credit card is a great way to enhance revenue for your small business. Customers want the points associated with rewards cards, and they want to manage their own cash flow by floating balances or financing their purchases. Allowing them to use credit cards accomplishes both. So, give the customers what they want. If you don’t accept credit cards yet, now is a great time to start. Having made that decision, the next step is to obtain a merchant account for credit card processing.

The actual credit card processing rates you’ll be charged are a critically important factor as well. But as with most things, you get what you pay for. So don’t choose a low rate without also considering how the provider you  select will impact your overall business.

Here’s how typical credit card transaction works:
When a consumer pays with a credit card, the merchant sends the details of the transaction along with the credit card information to the merchant’s bank. The merchant’s bank forwards the information to the cardholder’s bank for approval. If approved, the cardholder’s bank sends the required amount to the merchant’s bank, minus the merchant discount rate. The credit card companies don’t receive any revenue directly from interchange rates. Instead they make their money by charging the banks fees for networks, transactions and other kinds of services.

Up until April 2008, interchange rates were simple and inflexible. At that point, the company decided to move to a more dynamic system.

Interchange rates now vary from card to card, depending on the types of services and incentives offered. Typically, premium cards, which come with rewards for things like travel, cost merchants more to process. The rates also vary by type of transaction, and even by type of retailer. At times, the card companies have, for example, set special rates for grocery and gas retailers in a bid to boost credit-card use in locations where cash and debit traditionally dominated. The card companies have also introduced a growing number of premium and even super-premium cards that cost merchants more to process. The cards appeal to consumers because they contain a number of attractive incentives, such as travel and other rewards. The changes in the rate structure followed a change in the credit card companies’ business model in the mid 2000s.

Visa and MasterCard evolved from private associations owned mainly by the banks they serviced to publicly traded, profit-driven entities beholden to a wide range of shareholders. Merchants say the fees they pay to accept credit cards are rising as a result and have become increasingly unpredictable. Critics of the credit card companies say the merchant is a powerless middleman in a system that entices consumers to use their cards and banks to reap the benefits.

The credit card companies say the system benefits everyone, including merchants, by providing a rapid, secure form of payment.

Every time you use your credit card to make a purchase, the merchant pays what is called the “merchant discount fee.” The merchant discount fee is calculated as a percentage of the good or service purchased. It can range from 1.5 per cent to 3 per cent. On a $100 item, for example, the merchant could pay a fee of between $1.50 and $3.The merchant discount fee covers a number of things, such as terminal rentals, fraud protection and transaction slips. But the biggest component of it is based on the interchange rate, which is set by the credit card companies.

In a complicated twist, the credit card companies don’t make any money from the interchange rate. The banks do. The interchange rate is what makes the credit card system work.  This rate ensures the banks have a financial incentive to issue and accept credit cards.

A payment card transaction involves some or all the following participants:

Acquirers or Payment Processors that market card acceptance services to merchants, obtain transaction authorization, and clear and settle card transactions for the merchant.

Consumers or Cardholders that use payment cards to purchase goods and services. Issuers that market and issue payment cards to consumers and set the terms and conditions for their use; Merchants that accept payment cards for the purchase of goods and services; Network Operator that oversees the system and coordinates the transmission of information and the transfer of funds between issuers and acquirers.

Since the network operators revenue depends on the value of transactions that flow through its network, it tries to ensure the widest possible acceptance among consumers and merchants. In order to increase use and acceptance, the networks use marketing techniques to gain brand recognition, create products that encourage consumer usage and merchant acceptance, and set fees and impose rules on system participants including:

Interchange Fees  they are set by the network but are generally paid by acquirers to issuers and are usually reflected in the merchant service fee paid by merchants to acquirers. Interchange fees can be calculated either as a flat fee per transaction, as a percentage of the transaction value, or a combination of both.

Membership Requirements MasterCard and Visa require issuers and acquirers to be regulated financial institutions or be sponsored by a regulated financial institution. Interac also requires issuers to be regulated financial institutions.

Network Switch Fees these fees are charged to acquirers and/or issuers, and are set and collected by the network. They can be calculated either as a flat fee per transaction or as a percentage of the transaction value.

Merchant Acceptance Rule Includes:

No Discrimination Rules which prohibit merchants from encouraging consumers to consider (or steering consumers toward) lower cost payment instruments.

No Surcharge Rules which prevent merchants from charging consumers a fee for the use of a credit card rather than some other credit card or method of payment;

Honour-All-Cards Rules which require merchants that accept any of the networks credit cards to accept all of that networks credit cards (core, high spend and premium high spend in the case of MasterCard), regardless of the applicable interchange fee. The networks have also expanded this rule to include debit cards (i.e. if a merchant accepts one debitcard, they must accept all of that networks debit cards).

With four-party card networks, such as Visa and MasterCard, the card networks seek to maximize the transactions following through them by attacting more card issuers. The networks do this by offering the prospect of interchange income to issuers, thus creating an incentive to increase interchange as much as the market (i.e. the parties paying the interchange fees) will bear.

The ability to use credit cards and debit cards to purchase goods and services rests largely on a behind-the-scenes architecture of procedures, rules and technology that govern how funds and information are transferred between people and institutions in the process of settling accounts, i.e., of ensuring that merchants that sell goods and services get paid by the people who purchase them.

Credit card processing involves three separate cost components for vendors who choose to accept this type of payment from customers for goods or services. The same cost components apply to debit cards. Only one cost component is negotiable.

The first component is an interchange fee, which is payable to the card holder’s issuing bank. It is a combination of a transaction volume percentage fee and a flat-rate transaction fee. Interchange fees are collectively agreed upon through Visa and MasterCard by a card’s issuing bank and are fixed costs.

Interchange fees take into consideration various information about a card. Types of cards include debit and credit, while categories of cards refer to commercial and reward cards. Processing methods include whether a card is swiped or manually keyed. Swiping a card is usually more economical for vendors.

Secondly, an assessment fee is charged by the card’s brand holder. Brand holders include Visa, MasterCard and Discover. Assessment fees are also fixed costs. Additionally, Visa charges a monthly fee.

Mobile Payment Bandwagon

Just this month, September 2013, a number of British retailers announced their partnership with smartphone payment application Zapp, expected to launch summer 2014. Long before that, in November 2012, global coffee chain Starbucks launched a mobile payment system using Square Wallet, allowing customers to pay for their coffees with a simple scan of their smartphone. In China, the mobile payment market tripled in size over the last year, with a growing number of retailers jumping aboard the e-payments trend. Clearly, mobile payments are the new face of commerce…both for consumers and, increasingly, within a B2B setting as well. It may not be long until every type of payment…from mortgages and business loans to utilities bills and income tax…is made through mobiles.

Though it’s a trend that’s now spreading across the globe, the rise of mobile payments can be directly traced back to Africa. It’s an example of how unique conditions give rise to innovative solutions, and how those innovations catch on. Here’s a brief look at the rise of mobile payment technology and at the role Africa has played in its success.

Africa Gets There Firstthis notion of exchanging funds through a mobile phone really took off in Africa. When M-Pesa was launched by Safaricom in Kenya in 2007, it was a simple solution to issues specific to the region. Kenyans who lived far from banks or couldn’t afford banking fees were given the opportunity to send and receive payments through SMS messages. M-Pesa answered these specific problems, but the concept behind the service has proven to have a far broader reach. After achieving success in Kenya, M-Pesa launched in Tanzania in 2008. Despite getting off to a slow start, the mobile payment services now has 5 million Tanzanian subscribers. It has also launched in South Africa, Afghanistan, India and there’s plans to roll it out in Egypt at some point in 2013.

At the heart of M-Pesa’s success has been efficiency and security. Removing the need to travel to a bank…or even the need to log into online banking…has made the process of transferring funds far easier and faster. Eliminating the need to write a cheque, use cash or enter credit card details has made the process far more secure. Increased efficiency and improved security are qualities that everyone…not just those in the developing world…stands to benefit from.

Thus, though today’s technology has adapted and built upon the M-Pesa model, the world still has Africa…Kenya in particular…to thank for starting the mobile payment revolution.

1. Use newer POS systems to reduce credit card fees.

2. Find out what percentage of your gross sales go toward credit card rates.

3. Perform a statement review at least annually.

Any time a customer uses a credit card to purchase services and goods the merchant pays various rates and fees processing those transactions. Most of these fees go to the bank issuing the credit card as they take on the bulk of the risk in credit card transactions. Visa, American Express and Discover own the network on which these credit card transactions are processed on and they receive part of the fee and percentage rate as well as establish these rates and fees. Finally the bank that provides merchant account services gets part of these rates and fees.

To a small business 2, 3, or even 4% might not sound like much but when these fees are on the gross total of sales they can be significantly higher than originally thought. For this reason it’s a great idea to assess your merchant account statement to see if rates are in line and that your most frequently used cards and transaction types are getting the best rate possible. By going over your statement, you can see exactly what you pay per transaction and get details about your most common transaction types and credit card used to get the process going. Knowing how to untangle the various levels of pricing rates and fees can be daunting if you don’t know what they mean.
